O/O THE  CONTROLLER OF COMMUNICATION ACCOUNTS,
ORISSA CIRCLE 4th FLOOR, CPMG BUILDING, BHUBANESWAR     

            The office of Controller of Communication Accounts (CCA), ORISSA, TELECOM CIRCLE, 4’th floor CPMG BUILDING,BHUBANESHWER-751001 came into existence on 1^st Oct 2000 as a field office of Department of Telecommunications in  ORISSA .                  The role of the office has evolved and enlarged from a purely Government pension settlement office to that of a Government field office responsible for collecting Telecom related Government dues form different telecom operators of ORISSA TELECOM CIRCLE service area & disbursement of Universal Service subsidy to the loss making telecom projects run by the telecom operators.(Presently in ORISSA the operator is BSNL .)

1-ROLE AS A PENSION OFFICE

The BSNL,Orissa Telecom Circle falls under the jurisdiction of CCA,Orissa Region for settlement of Pension,GPF and other retirement benefits etc.

As a pension office the O/o CCA,Orissa Region is performing following functions in respect of the above

Ø      Authorization of pension & issuing of PPOs.           Ø      Payment of retirement benefits. Ø      GPF and Loans & Advances (DOT Period) Maintenance and final statement and issue of GPF slips. Ø      CGEGIS – Maintenance and final statement Ø      Vouching and reconciliation of pension payment Ø      Leave Salary & Pension Contributions – Accounting and Settlement

 

2-Role   As An Office For COLLECTION OF TELECOM REVENUE (License Fee as well as spectrum fee).

                The office of CCA, Orissa is collecting license fee and spectrum fee in the form of Revenue share every quarter from all the Telecom Operators in Orissa Telecom Circle.

3 (a) -Role as monitoring Agency For USO Activities.

CCA Orissa is monitoring agency for all the USO activites on behalf of Administrator (USOF), New Delhi.CCA Orissa is constantly monitoring the performance of VPT, RCP, RDEL etc. through various field inspection and reports. CCA office is also monitoring the Mobile Infrastructure Project in Orissa.

3 (b) -Role as the Disburser office for USO fund subsidy O/o CCA, Orissa has been entrusted with the responsibility of assessment & Disbursement of Universal Service obligation funds for VPTs, RCPs, Rural DELs of Mobile Infrastructure Project etc. of variuos IP/USPs in Orissa.

4-Miscellaneous Role 

 CCA Orissa is regularly holding pension adalat for settlement of any type of grievance related to pension and other terminal benefits of BSNL/DOT employees. This office is defending court cases on behalf of Secetary, DOT, Govt. of India.
