The particulars of organization, functions and duties This office came into existence on 1st Oct'2000 as a field office of Deptt. of Telecommunication under Ministry of Communications & IT in ORISSA. The role of the office has evolved and enlarged from a purely Govt. pension settlement office to that of a Govt. field office responsible for collecting non-tax Telecom revenue from different Telecom Operators of Orissa Telecom Circle service area and disbursement of universal service subsidy to the loss making telecom projects run by the telecom operators. (Presently in ORISSA the operator is BSNL.
i) ROLE AS A PENSION OFFICE As pension office the o/o CCA, Orissa is performing following functions in respect of Terminal Benefits of DoT/BSNL employees of Orissa Circle. · Authorisation of pension & Issue of PPOs. · Payment of other retirement benefits. · GPF and Loans and Advances (DoT Period) maintenance and issue of GPF slips as well as final settlement in case of retirement. · CGEGIS – Maintenance and final settlement. · Pension Audi- Vouching and reconciliation of pension payment. · Leave Salary and Pension Contributions – Accounting and Settlement. ii) ROLE AS AN OFFICE FOR COLLECTION OF TELECOM REVENUE (LicenceFeeaswell as Spectrum Fee) The office of CCA, Orissa is collecting Licence Fee and Spectrum Fee in the form of Revenue share every quarter as a percentage of AGR from the following Telecom operators in Orissa: 1- BSNL, 2- Reliance Communication, 3- Reliance Telecom 4- Tata Teleservices 5- Bharti Cellular Ltd. (Airtel) 6- Dishnet Wireless Ltd. (Aircel)
iii) ROLE AS BILLING AUTHORITIES FOR CAPTIVE VSAT LICENCE AND DEDICATED RADIO/OFC NOCs. iv) ROLE AS THE DISBURSER OFFICE FOR USO FUND SUBSIDY CCA, Orissa has been entrusted with the responsibility of scrutiny & Disbursement of Universal Service Obligation funds for providing and maintaining VPTs, RCPs, Rural DELs etc. by the BSNL Orissa as per agreement signed by the Administrator (USO) and the operator (BSNL in Orissa). v) MISCELLANEOUS ROLE CCA, Orissa is regularly holding Pension Adalat for settlement of any type of grievances related to pension and other terminal benefits of BSNL/DoT employees. The Powers and duties of officers and employees. CAO I looks after all works related to Pension settlement, Leave Salary and Pension Contribution and Broadsheet, Pension Audit and all Terminal Benefits excluding GPF. He is assisted by Jr.CAO.
CAO II deals with USO/USF related works, Collection of License Fee and Spectrum Fee, Verification of deductions claimed in AGR of Telecom Operators, Review and safe custody of Bank Guarantee, Bank Reconciliation. He is assisted by Jr.CAO. CAO III deals with General administration and establishment, office automation including website updation and maintenance, implementation of Official language, legal matters, DDO’s functions , GPF, Focal point meeting, Loans and Advances and Broadsheet. He is assisted by Jr.CAO. The Dy.CCA is the overall in charge of the functions assigned to the CAOs and report progress on each item of work to Jt.CCA and in turn to CCA.
At the preliminarystage the cases are processed by concerned Jr. Accts. /Sr. Accts. under the control of respective Jr. CAO and it is supervised by CAOs. In turn all CAOs report to Dy.CCA. Final decision/ order is being passed by CCA after routing the files through Jt.CCA.
Norms for discharging the functions Every effort is being made with strict supervision at every stage for quick disposal of the cases. The time prescribed in the GPF Rule, Pension Rules and as per the instruction of DoT, Govt. of India issued from time to time are being followed.
The rules, regulations, instructions, manuals and records used by employees for discharging functions; This is as per DoT instructions issued from time to time available on website www.dot.gov.in and codified P&T manuals.

i) There is a committee for implementation of Official language in this office. Minutes of the meeting is available to the public through Notice Board. ii) Tender Evaluation committee with member from NIC for making purchasesrelated to Computer etc.
